What are the necessary conditions for democracy?

Is it true that democracy can be imported from one nation into another in what is commonly called nation building today or is it true that democracies arise from within societities (with possible encouragement and support from external sources?

The ancient Greeks, who originated the concept and practice of demcoracy, appear ot have realized that it required educated citizens, a clear sense of community, and citizens who were involved in the community in matters such as work and military service. They also knew it involved political knowledgability and will for using debate and voting to get people involved in their goverance.

Actually, in ancient greece, they did not vote. All positions were filled by lot (at random) to insure a guardianship did not form. The only position that was voted on was General, because they needed to have knowledge and experience
