What Needs to be done in Iraq?

Today, I can say that Iraq is engaged is sectarian violence and appears to be a failing state. Yet, there is some hope and this is what needs to be argued clearly now. Therefore, I have started a new posted called A Solution for the Problem of Iraq.

This is what I said when I started this post:
The war has raged for two years now. Is Iraq close to becoming a functioning democratic system or are there problems which prevent the democracy from taking hold?

This is likely to be related to what social and political positions a person has. Do we try to kill all terrorists while building a democracy or do we try to encourage people to reject terrorist discourse and embrace democratic discourse? What are the other options?
The Gallup Poll now says that 50% of Americans believe that President Bush deliberately deceived them about WMDs in Iraq. Addtionally, 54% disapprove of his handling of the war.
Time magazine, July 11, 2005, p. 18 reports the following:
103,000 U.S. veterans need medical treatment after coming home from Iraq and Afhanistan. This is four times what the VA had budgeted for. There is nearly a $1 billion shortfall in VA
funding.
